Updated Lighting Products Standard EN 61347-1:2008

Challenge
The second edition of lighting products standards was published, which replaced the first edition published in 2001 and the first revised edition published in 2001. The DOP (the latest date of publication of an identical national standard) is May 1st, 2009. The DOW (Date of Withdrawal) is May 1st, 2011. The technical changes are as follows:

- Added the chapter of definition: rated no-load output voltage, controllable ballast, control terminal and control signal;
- Added general requirements for light control devices without cover;
- Made “information of ballast design” in lamp bulb safety standards mandatory for ballast testing;
- Replaced the original flame-retardant test standard of printed circuit board with IEC61189-2 and IEC61249-2, and published the criteria of test results evaluation;
- Added no-load output voltage test for ballasts;
- Added requirements on product testing in factories.

挑战
此次改动后的标准第二版取消并替代了2001年发布的第一版以及2003年发布的修订版1，欧盟各国颁布相应国家标准的最晚日期为2009年5月1日，旧标准正式废除日期为2011年5月１日。改动的技术信息具体如下：

- 增加定义章节：额定空载输出电压，可控制的镇流器，控制端子，和控制信号；
- 增加了对于本身没有外壳的灯的控制装置的通用要求；
- 将灯泡灯管安全标准中的“关于镇流器设计信息”的内容作为镇流器测试的强制要求；
- 印刷电路板的阻燃测试标准改为了IEC61189-2和IEC61249-2，并规定了测试结果判定依据；
- 增加了镇流器空载输出电压测试；
- 增加了工厂产品检验要求
